c5ac33e8c6 feat(backups): Add time format toggle to BackupsFilter 
- Added toggle button to switch between relative and absolute time display
- Time preference is persisted to localStorage
- Toggle shows clock icon with 'Relative' or 'Absolute' label
- Implements the TODO from UnifiedBackups.tsx
