test: Add tests for checkPBSOffline and checkPMGOffline functions

checkPBSOffline (0%→100%):
- Override Disabled clears alert and returns
- Override DisableConnectivity clears alert and returns
- Insufficient confirmations waits
- Creates alert after 3 confirmations
- Existing alert updates LastSeen

checkPMGOffline (0%→100%):
